Jennifer Zachary is a Partner at Covington & Burling LLP, where she represents a diverse array of companies and trade associations on a range of regulatory matters with a special focus on FDA compliance and enforcement issues, including assisting clients in responding to FDA warning letters, inspections, recalls, and import issues. From 2005 to 2011, Jennifer served as an Associate Chief Counsel for Enforcement in FDA’s Office of Chief Counsel. While at FDA, she brought numerous lawsuits in conjunction with DOJ co-counsel against purveyors of misbranded and adulterated drugs and other FDA regulated products. In addition, she served as an advisor to FDA’s Office of Regulatory Affairs, reviewing warning letters and providing legal advice to personnel in FDA’s district offices. Jennifer clerked for the Honorable Ronald Lee Gilman of the U.S. Court of Appeals for the Sixth Circuit and earned her law degree from Harvard Law School.
